I am guessing #1 & #2 are Gross Axle Weight Rating (GAWR) for Axle 1 (front) and Axle 2 (rear). The two add up close enough to GVWR. Assuming cargo weight at 275 kg, it would put vehicle balance close to 50/50 with slightly heavier on the rear.
